Abstract

The archipelagic nature of the Philippines is confronted by safety challenges in the increasing popularity of scuba diving and other underwater related activities. Despite laws has been enacted however fatal dive accidents happens which can be avoided. This action research conducted focus group discussion in sixteen (16) participants from three (3) groups, namely; seven (7) dive operators, five (5) diving enthusiasts/instructors, and four (4) PCG Special Operations Force personnel to explore their experiences and perception in the diving industry regarding circumstances that affects the safety of divers. By using thematic analysis three themes were generated: 1) Policy gap; 2) Dive education; 3) Diver’s attitude impact on safety. The findings of this action research provide valuable insights and recognizing the circumstances affecting the safety and wellness of divers, and present recommendations to develop a government policy and safety guidelines adopting internationally accepted norms in scuba diving and other underwater-related activities that will be acceptable all over the country’s dive.
