Abstract
This policy research focused on assessing the information operations policy in the law enforcement context to end local communist armed conflict. The study looked at the specific programs and information operations of Cavite Police Office with the aim of ending local communist armed conflict. The respondents were the police officers of Cavite PPO. The research was conducted in Cavite in June 2020.
The policies to enhance the information operations of the program in support to End Local Communist Armed Conflict of the Cavite Police Provincial Office are guided by the following inferences as based on the results of the study: 1. The program in support of Executive Order No. 70 or End Local Communist Armed Conflict (ELCAC) have already been established in Cavite. The program such as Master Design Safer Cavite, Retooled for Internal Security Operations (AISO) have sustained the status of Cavite as insurgency-free. However, they need to be sustained and strengthened to maintain the status and to prevent the influence if the CNNs through their White Area Networks. 2. The information operations of the program of Cavite PPO in support of the ELCAC have been disseminated to particular audiences such as the youth, the police, ad industry managers. However, analysis have shown that these needed to be fully disseminated to each sector for maximum impact. 3. The policy proposed that the Cavite PPO Police and Community Affairs Unit strengthen it information operations in relation to ELCAC by assigning a dedicated officer for the purpose, selecting the proper communication platforms per sector, and acquiring resources needed for the information operations in support of ELCAC.
The following are the policy proposals arising from the conclusions: 1. Sustaining the information operations to achieve the goal of Executive Order 70 needs a dedicated point person. The Provincial Director may appoint this officer to work under the Police Community Affairs and Development Unit of the Cavite Police Provincial Office. Acquisition of necessary equipment like computers, programs and connectivity must be done to make the information operations sustained. The information officer shall lead in the implementing the Strategic Communications Plan in relation to EO 70 in Cavite PPO. He shall be trained to be media savvy and be mainly be using the social media platform to reach the. 2. Making the impact of the information operations maximized needs for the youth and children, social media may be used, while reaching the other parts of the community in information operations in to ELCAC may be through radio or television. Information operation activities must be consistent with the national strategies IO in relation to EO 70. 3. The program of the industries in Cavite and the Cavite PPO to require intelligence clearance for employment may be replicated in the whole of Calabarzon as this region is regarded as the biggest industrial base of the country. This is one information operations that could prevent destabilization of the white area network to the industrial sector in Region 4A.
