Abstract
EXECUTIVE SUMMARY

The Public Safety and Security Study aims to identify the primary critical threat faced by the community of Tumauini, Isabela, analyze its underlying root causes, and propose effective mitigation strategies. The study utilized a mixed-methods approach for data collection including: Gathering information from open sources such as internet, published and unpublished researches, files of the key offices of the municipality, Utilizing the PNP Crime Information Reporting and Analysis System (CIRAS), Mastertable of Incidents CY 2022-2024, Conducting interviews with key officials and employees and, Undertaking a face-to-face community survey conducted to 206 randomly selected respondents/residents from the various barangays of the municipality.

Critical Threat Identified:

Collected results from the different sources revealed that high rate of Vehicular Traffic Incidents is the prevailing primary critical threat faced by the municipality.

Analytic Matrix Analysis:

To understand the root cause of high rate of vehicular traffic incidents, an analytic matrix was utilized as a tool for analysis, examining the critical threat identified across 9 dimensions:

Basic Key Leaders: The challenges lie in prioritizing traffic safety initiatives due to limited funding, leading to short-term planning that may neglect long-term sustainability.
Environmental factors: The presence of extensive road networks, coupled with undesirable weather conditions, and uncompleted infrastructure, complicates effective traffic management and safety efforts.

Socio-Cultural Influences: The prevalence of undisciplined or undesirable driver behaviors such as speeding, DUI, reckless driving, distracted diving, failure to yield, and tailgating, aggravated by lack of education and awareness regarding road safety measures and emergency response procedures among residents and motorists, significantly undermines overall traffic safety and management efforts.

Transportation Systems: The absence of early warning signage, traffic lights and lack of amenities such as street lights in the newly utilized bypass road contribute to challenges in ensuring safe and efficient traffic management and navigation.

Legal Framework and Law Enforcement: The presence of lenient municipal ordinance on traffic rules, coupled with affordable fines or road safety violations, leniency among law enforcers, and a shortage of LTO-deputized personnel at local police stations, hampers effective enforcement of traffic laws and regulations.

Economic Impacts: Urbanization and economic development lead to increased utilization of wide stretch bypass roads to facilitate access to economic areas within towns or cities.

Police and Other Allied Agencies Collaboration: The absence of clear or coordinated response plans among involved agencies, coupled with an undermanned Public Order and Safety Office poses challenges in efficiently managing and responding to traffic incidents within the municipality.

Political Dynamics: The lack of coordination often arises due to conflicting political priorities and decision-making processes, which can hinder effective implementation of cohesive traffic management strategies.

Scientific and Technological Advancements: Incomplete infrastructure projects and insufficient investment in modern technologies and facilities contribute to challenges in improving and maintaining efficient traffic management systems.

Key Findings:

The primary causes of high vehicular traffic incidents are human errors and behavioral factors. Speeding contributes to 36.13% of incidents, driving under the influence of alcohol contributes to 27.32%, and reckless driving contributes to 15.97%. other factors such as tailgating, distracted driving, and failure to yield are closely related to driving and reflect the behavior and discipline of the driver.

Another significant factor contributing to accidents is the incomplete project (bypass road) currently operational but lacking if signages, roadway lights, and street lamps.

Accidents are most frequent in the afternoon between 12 PM to 6 PM, accounting for 38.66% of incidents, followed by the evening at 31.10%.

The age group most frequently involved in accidents is 18-39 years old, comprising 38.66% of incidents. This age group typically includes younger adults who may have less driving experience, engage in risker driving behaviors, and easily gets distracted.

Taking into account these findings, reflects the necessity to focus on 3 aspects: Traffic Enforcement, Traffic Education and Enhanced/Upgraded or Modern infrastructures.

Focus on Law Enforcement and Education:

As members of the law enforcement community, the study focuses primarily on strengthening both the enforcement and educational aspects of traffic management. The importance of enhanced, upgraded, or modernized infrastructures were also highlighted in the Action Plan. However, the decision for implementation lies with the Local Government Unit, which will consider and take appropriate actions based on these recommendations.

Action steps include Enhanced collaboration and coordination with other law enforcement units, local government and community for stricter, regular and consistent traffic enforcement regulations; Increase visibility on priority zones in the Central Business District and Bypass Road; Consistent and focused education to diverse demographics on road safety practices and responsible driving; Reach broad audience through community hubs and utilization of the social and broadcast media platforms through the help of social influencers, media practitioners and content creators; and, Utilize technology for enhanced monitoring capabilities and effective crisis response time.

Alignment with the Municipality’s Vision:

The proposed action steps for Enhanced Traffic Enforcement and Education are in line with Tumuainis’s goal of achieving city status within the next five years.

Conclusion:

The high rate of vehicular incidents is a complex issue that demands inclusive solutions. These findings were aligned closely with both community perceptions and records from the PNP. It underscores the need to prioritize three key aspects: Stricter Traffic Enforcement, Comprehensive Traffic Education, and Upgrade or Invest in Modern Infrastructures. These areas were identified as crucial for addressing the identified critical threat effectively.
