Abstract
EXECUTIVE SUMMARY
This study provides a comprehensive overview of the municipality of Paniqui, Tarlac to evaluate its different industries, governance, and infrastructures in relation to public safety. It covers various aspects under the BEST LEAPS framework such as its (1) Basic Key Leaders Information wherein there is a good assessment regarding the local government’s initiatives in improving the quality of life for its for its citizens. The (2) Environment where it discusses the language geographical data, infrastructure, and location, the (3) Socio-cultural discusses the language, and general ideology and culture in the area. A discussion regarding (4) Transportation, and (5) Legal, Law and order is also included. The discussion on (6) Economics includes analysis of Paniqui’s economic growth, including business presser, and potential future venture. The discussion (7) AFP, PNP, and other LEAs/Allied Agencies in the area includes the assessment of the municipality’s security situation, highlighting the collaborative efforts of various sectors to maintain peace. There is also as short introduction to the (8) Political and (9) Scientific and technological scene in the municipality.
This study specifically examined the Environment Aspect which includes key infrastructure projects in Paniqui, Tarlac, and how they can impact on the public safety of the community. While these projects aim to improve traffic flow and flood management, a lack of proper planning and maintenance can have unintended consequences. Specifically, vehicular accidents occurring along Mac Arthur Highway in Paniqui were the most common crime in the municipality.
The study identified and examined the most common causes and errors committed by the drivers involved in said accidents. The researchers using oval mapping, identified the factors causing the vehicular accidents such as human error, and environmental, mechanical or infrastructure failures. Likewise, some factors on situational analysis on Socio-Economic, Legal, Laws and Order, Economics, LEA’s and Political Factors that further lead to the increasing number of vehicular accidents, risk of death, high casualty and damage to property were examined.
The study recommended (1) to improve driver behavior through education and awareness campaigns, (2) enhance road infrastructure with better signage and alternative routes, (3) strengthen law enforcement by increasing penalties and improving enforcement, (4) provide economic incentives to promote safer vehicles and public transportation, (5) foster political commitment to prioritize road safety and involve the community, (6) to utilize technology to improve traffic management and emergency response.
The study proposes a detailed action plan to address the identified safety issue. Additionally, it emphasizes community involvement and collaboration with various law public safety offices. By implementing these recommendations and fostering a culture of responsible infrastructure maintenance, Paniqui can maximize the benefits of its development projects and create a safer, healthier environment for all.
