Abstract
ABSTRACT
The study aimed to assess the Operational Plan Verification and Identification of Stickers’ Authenticity (OPLAN VISA) of PRO 2: a Stratagem in Curbing Criminality in the aspect of program appropriateness, stakeholders’ acceptability and program monitoring and evaluation. Likewise, the study discusses issues and challenges in the implementation of OPLAN VISA in Tuguegarao City, as well as the action plan to be adopted to enhance the implementation of OPLAN VISA as an aggressive stance in curbing criminality involving motorcycle in Tuguegarao City. The Key Informants were the proponents of the program, Local Government Officials, and PNP PRO2 Leadership while for the Focus Group Discussion, personnel of the Tuguegarao City Police Station, City Peace and Order Council, POSO personnel and Motorcycle Riders Club members were invited.
The documents reviewed was limited to the accomplishment reports of PRO2 relative to the implementation of OPLAN VISA, After Activity Reports, Command Memorandum Circulars (CMCs), Police Operational Procedures (POP), Memorandum Circulars (MCs), Letters of Instruction (LOIs) and pertinent laws. The KII were limited to six (6) key officers in Region 2 and for the FGD were limited to 21 persons only and strictly adhere to the minimum health protocols. The study covers the calendar year 2020 to 2021. It does not discuss other operational functions of Tuguegarao City Police Station.
On the basis of the established findings, the following conclusions were drawn: The implementation of OLAN VISA in the aspect of program appropriateness, stakeholders acceptability and program monitoring and evaluation is effective in combating illegal activities using motorcycles, and identifying, and able to identify person or owners involving motorcycles incidents; That in spit of its effectiveness, Tuguegarao City Police Station fall short in its implementation, limited availability of OPLAN VISA sticker, most applications are pending and waiting for a long period of approval; Insufficient training of designated personnel in charge in the OPLAN VISA, delayed issuance of VISA Sticker by the Higher Office; and OPLAN VISA Sticker are easy to break/damage and insufficient Visa Sticker that resulted to multiple pending application and the action plan will enhance the implementation of OPLAN VISA geared towards in addressing the various issues affecting the program.
Based on the foregoing conclusions, the following recommendations are herby submitted: Implementation of policies and actions in the implementation of OPLAN VISA as an aggressive stance in curbing criminality involving motorcycle in Tuguegarao City; Execute a high degree of competence and exemplify the significance of SOPs and Memorandum Circular on how to implement OPLAN VISA to mitigate the commission of crime using motorcycles; There is a need to cascade the OPLAN VISA to PNP Stations and LGUs since they are the implementing unit/agency. Also, discuss the very purpose of the said Project as it is stipulated in their municipal ordinance for the motorcycle owners to fully understand its comparison from the OLD OPLAN VISA; The need to create a convenient apps for the registration and application of OPLAN VISA that will upgrade the system to access easily by the applicant; Conduct seminar to all focal person re OPLAN VISA, issues and concerns implementing rules and regulations; The need for support and active participation of all local government units down to the barangay level; non-government organization and motorcycle owner, to perform all acts necessary to prevent and suppress the illegal activities using motorcycle as their mode of transportation to perpetrate crime in Tuguegarao City; and the proponents strongly recommends the adoption of the proposed action plan against criminals using motorcycles in their nefarious activities.
