Abstract
This study assesses the effectiveness of the Digital SHIFT Initiative at the Philippine Public Safety College (PPSC), aimed at advancing digital transformation within the institution. The objectives include evaluating stakeholder perceptions, identifying implementation gaps, and proposing a tailored digital transformation framework. Grounded in the Deloitte Digital Maturity Model, the study employs a mixed-methods approach, utilizing surveys, focus group discussions, and key informant interviews with administrators, IT officers, and student officers. Findings highlight that while the Digital SHIFT Initiative has positively impacted document management and operational efficiency, challenges remain in user adoption and system integration.
The analysis identified best practices for public safety education and administration, emphasizing the importance of robust leadership support and consistent process formalization. The study offers strategic recommendations for a digital transformation framework aligned with PPSC’s mission, including enhanced training programs, improved infrastructure, and formalized protocols to standardize digital practices. The proposed framework optimizes PPSC's internal operations and provides a model for similar digitalization efforts in other public safety and government institutions.
