Abstract
This study is a descriptive study of assessing the operational administrative issues of custodial facilities of Zamboanga City Police Office specifically given the COVID-19 pandemic. The study found out that there is a problem of congestion in custodial facilities in Zamboanga City. Moreover, COVID-19 Pandemic is a challenge for many custodial facilities in Zamboanga City. Additionally, the custodial facilities in Zamboanga City follows the standards set by UN Standard Minimum Rules for the Treatment of Prisoners (Nelson Mandela Rules). Further, the study recommends for action plan focusing on preventing and maintaining mechanisms for custodial facilities during the pandemic.
