Abstract
This study investigates the effectiveness of the Oplan Ligtas na Pamayanan (OLP)
program in enhancing fire disaster preparedness and prevention in Dumaguete City,
Philippines. With the country's high vulnerability to fire incidents, the research aims to
assess the impact of various factors on fire safety awareness and measures. The theoretical
framework integrates the Positive Motivation Theory (PMT) and the Theory of Planned
Behavior (TPB) to explore behavioral intentions and motivations behind fire prevention
efforts.

Quantitative analysis of survey data evaluates key variables, including media
platforms, prior fire experience, fire insurance policies, and the OLP program. Results
suggest that these factors do not significantly influence the fire prevention preparedness of
Dumagueteños. There is a critical need to assess the implementation of OLP in Dumaguete
to identify issues and implement necessary adjustments.

The findings underscore the significance of comprehensive fire safety education
and proactive policy implementation to mitigate fire risks in urban communities. This
research contributes to the broader discourse on disaster risk reduction and offers
actionable recommendations for enhancing fire safety programs in Dumaguete City and
similar urban areas in the Philippines. Additionally, it highlights the necessity to revamp
the use of media platforms to bolster fire safety preparedness in Dumaguete City.
