This study investigates the determinants of business compliance with the Fire
Code of the Philippines in Mexico, Pampanga, focusing on the perception of fire safety
importance, cognizance and compliance with the Fire Code, and the implementation
efforts of the Bureau of Fire Protection (BFP). The research reveals that business owners
recognize the critical role of fire safety in protecting assets, employees, and operations, influenced by personal experiences and a strong understanding of fire-related disruptions. However, awareness and proactive measures vary significantly across businesses of
different sizes. The study finds a high level of compliance driven by stringent
enforcement by the BFP, though detailed knowledge and implementation of advanced
fire safety measures are inconsistent. The BFP’s proactive role through regular
inspections and educational efforts is appreciated, but there is room for improvement in
the frequency and depth of outreach. Recommendations include developing targeted
educational programs for business owners, implementing comprehensive compliance
training, and strengthening the BFP’s resources for more frequent and thorough
inspections. This approach aims to enhance fire safety compliance, ensuring the safety
