Abstract
This paper delves into the intricate interplay between key stakeholders - the Barangay Violence Against Women and Children (VAWC) and Barangay Council for the Protection of Children (BCPC), Child Protection Services Social Workers, and Law Enforcement Officers, notably from the Philippine National Police (PNP) - within the context of fortifying the Child Protection System in Paranaque City. By examining their relationships, the research not only identifies existing collaboration challenges but also proposes remedies to foster effective partnerships in safeguarding children.
Employing a cross-sectional convergent parallel mixed method design, this study aims to comprehensively comprehend the nature of the challenges and the degree to which these stakeholders perceive impediments to their professional responsibilities. Data acquisition will occur through surveys administered to 15 PNP Personnel from the Paranaque City Police Station, 5 Barangay VAWC/BCPC Officers, and 5 social workers from the Paranaque City Social Welfare and Development Division (CSWDD) including 5 from the medical field such as doctor and nurses and 5 from educators. Moreover, a focus group discussion comprising 8-15 participants will provide additional insights.
Anticipating the presence of collaboration hurdles among these stakeholders, this study will delineate potential solutions with the capacity to enhance cooperation and solidarity among them, thereby reinforcing the Child Protection System in Paranaque City. Addressing this issue and fostering harmonious collaboration among police personnel, barangay officials, and social workers hold the promise of strengthening the system, ultimately yielding improved outcomes for the well-being of vulnerable children and their families.
