Abstract
THIS STUDY EXPLORES THE MODERNIZATION OF VESSEL SAFETY ENFORCEMENT INSPECTION (VSEI) CONDUCTED BY THE PHILIPPINE COAST GUARD (PCG), WITH A SPECIFIC FOCUS ON DEVELOPING A PROTOTYPE VeSafe APPLICATION. UTILIZING A MIXED-METHOD APPROACH, THE RESEARCH INTEGRATES USER- CENTERED DESIGN (UCD) THEORY AND THE ADDIE MODEL TO ADDRESS POLICY GAPS, ORGANIZATIONAL CHALLENGES, AND IMPLEMENTERS' PERCEPTIONS REGARDING THE CURRENT MANUAL DELIVERY MODE OF THE VSEI CHECKLIST. DATA IS COLLECTED THROUGH SURVEYS, INTERVIEWS, AND DOCUMENT ANALYSIS TO GAIN INSIGHTS INTO THE EFFECTIVENESS, EFFICIENCY, RELEVANCE, TIMELINESS, IMPACT, AND SUSTAINABILITY ASPECTS OF THE VSEI PROCESS.
THE FINDINGS OF THE STUDY UNDERSCORE AREAS FOR IMPROVEMENT, INCLUDING THE INTEGRATION OF AUTOMATION, STREAMEDLINED PROCESSES, AND ENHANCED DATA ACCESSIBILITY. CHALLENGES SUCH AS SHORTAGES OF QUALIFIED PERSONNEL, TIME CONSTRAINTS, RESISTANCE TO TECHNOLOGY ADOPTION, AND STORAGE LIMITATIONS FOR INSPECTION RECORDS ARE IDENTIFIED. LEVERAGING INSIGHTS FROM THE GLOBAL MARITIME SECTOR, THE STUDY ADVOCATES FOR DIGITAL TRANSFORMATION TO TACKLE THESE CHALLENGES AND SUPPORT MARITIME SAFETY AND SECURITY.
A PROPOSED PROTOTYPE VeSafe APP IS INTRODUCED TO ADDRESS THESE GAPS BY OFFERING INNOVATIVE SOLUTIONS TO STREAMLINE INSPECTION PROCESSES, ENHANCE DATA MANAGEMENT, AND FOSTER REAL-TIME COMMUNICATION AMONG STAKEHOLDERS. EMPHASIZING FUNCTIONALITY, ACCURACY, AND REALIABILITY, THE APP'S DESIGN PRIORITIZES USER EXPERIENCE AND VISUAL APPEAL TO ENSURE USABILITY AND ADOPTION BY PCG INSPECTORS.
IN CONTRIBUTING TO THE MARITIME SAFETY DOMAIN, THIS STUDY PROVIDES ACTIONABLE RECOMMENDATIONS FOR THE PCG TO ENHANCE VSEI PROCESSES THROUGH DIGITALIZATION. IT UNDERSCORES THE SIGNIFICANCE OF USER-CENTRIC DESIGN, ITERATIVE DEVELOPMENT, AND STRATEGIC PLANNING IN LEVERAGING TECHNOLOGY TO MEET EVOLVING SAFETY STANDARDS AND REGULATORY REQUIREMENTS. THE PROPOSED VeSafe APP STANDS AS A SIGNIFICANT STRIDE TOWARDS REALIZING A MORE EFFICIENT, SECURE, AND SUSTAINABLE MARITIME ENVIRONMENT WITHIN PHILIPPINE WATERS.
