ENSURING THE IMPLEMENTATION OF THE PNP RISK ASSESSMENT OR CRITICAL INFRASTRUCTURE: A BASIS FOR POLICY FORMULATION

Abstract
The study aimed to develop a policy intervention to ensure the implementation of the Philippine National Police risk assessment of the critical physical infrastructures in Quezon City. using qualitative approach, the research relied on the theoretical framework developed by Candel and Biesbroek (2016), which posits that policy integration includes four dimensions, namely policy frame, subsystem involvement, policy goals and policy instruments.
The research findings show that while integrating a new policy into the internal security measures of Quezon city that would enforce the risk assessment findings and recommendations made by the PNP on critical physical infrastructure would be generally easy considering the priority given by the LGU in addressing terorrism, insurgency and other threats to internal security, the formidable challenge that such initiative would face is expected to come from subsystem involvement or the participation of new personalities and organizations. The study also found that any opposition, defiance and avoidance of parties in the subsystem involvement can be addressed by merging the risk assessment practices of the PNP with those of the city's Department of Public Order and Safety. Hence, the consolidation, integration and application of the PNP practices and protocols can be facilitated with the involvement of the PNP risk assessment experts in all initiatives undertaken by the Quezon City LGU, specifically its Department of Public Order and Safety in protecting physical infrastructure against terrorism, insurgency and other internal security threats.
The study recommends the issuance of an executive order by the city mayor to formally facilitate the consolidation, integration and application of the PNP risk assessment protocols with those of the city's Department of Public Order and Safety.
