Abstract
Barangay Inocencio faces growing traffic incidents, posing significant risks to residents and visitors. The researchers used BEST LEAPS-H framework, covering various domains critical to public safety and security. These domains include Basic Key Leaders Information, Environment, Socio-cultural dynamics, Transportation, Legal, Law and Order, Economics, Interoperability of the Philippine National Police (PNP), Armed Forces of the Philippines (AFP), and other Law Enforcement Agencies (LEA), Political stability, Science and Technology advancements, and Health (BEST LEAPS-H).
The study identified several contributing factors, including non-operational CCTV cameras, insufficient law enforcement, and inadequate road infrastructure. The researchers used SWOT analysis to provide a clearer understanding of the current situation, challenges, and opportunities for improvement in the area. This analysis further revealed that while the barangay has a strong police presence and community police forces, there is a need to improve the CCTV system and collaborate with the local government unit (LGU) to address rising traffic accidents and congestion. These gaps highlight the urgent need for targeted interventions to enhance road safety.
The researchers recommend several key actions to address the rising traffic incidents in the barangay. First, it emphasizes the importance of strengthening collaboration with the Philippine National Police (PNP) and intensifying traffic patrols during peak hours to ensure compliance with speed limits and safe driving practices. Additionally, immediate repairs and maintenance of non-operational CCTV units should be prioritized to improve surveillance and monitoring, especially in high-traffic and critical areas. Furthermore, improvements in road infrastructures should be taken into consideration. Road signs, pedestrian crossings, footbridges, and speed bumps or rumble strips must be placed in all critical spots and accident-prone areas.
Implementing these recommendations involves organizing monthly seminars and workshops on road safety to raise awareness among residents and distributing flyers and posters to educate the community further. Road safety talks in schools will target the younger generation and foster safer driving habits from an early age. Strengthening traffic enforcement is also a priority, with plans to deploy traffic patrols during peak hours and collaborate with the PNP to ensure a regular presence of traffic enforcers. Finally, technicians should be trained in proper CCTV instillation practices, and regular maintenance and inspections of the CCTV systems should be scheduled to ensure they are functioning effectively for monitoring traffic and enforcing laws. These comprehensive actions aims to improve road safety in the barangay significantly.
