Abstract
Located in the pivotal city of the province of Cavite, Barangay De Ocampo is one of the thirteen barangays of Trece Martires City formerly known as “Quintana I” It was named after Alfonso De Ocampo, by the Republic Act no. 981 on May 24, 1954. He is one of the heroes who fought against Spaniards for the freedom of our country during the Spanish period. He was punished with the death penalty on 11th September, 1896.
Being the de facto capital of Cavite, many provincial government offices are located in this city, thus, local and foreign visitors invest and join the flourishing industries already located here. Trece Martires City also functions as the Second Growth Center of the province that is strongly committed towards rapid urban development vís~à~vis~socio-economic development for Treceños.
The infrastructure supports that were initiated and carried out to fruition in terms of road, power supply, telecommunication, and water resources are in place to serve your respective industries’ needs. Simultaneously, of equal importance, peace and order is effectively maintained and industrial productivity has become a way of life.
This study examines the current public safety and security situation in Barangay De Ocampo, Trece Martires, Cavite, with a focus on the barangay’s CCTV infrastructure, technological needs, and community safety initiatives. As the barangay continues to grow, it faces increasing demands for better surveillance, quicker emergency response, and stronger coordination between local and external law enforcement agencies. While the barangay has made some strides in monitoring through the installation of CCTV cameras within the barangay hall, gaps in coverage and outdated systems remain. Expanding surveillance capabilities and establishing a Centralized Command and Control Center (CCC) are essential for improving security.
The governance of Barangay De Ocampo is led by newly elected officials who are committed to improving public safety and encouraging community involvement. However, the lack of data transfer from the previous administration has caused inefficiencies, particularly in managing resources for public safety. Economic growth driven by commerce and transportation has led to heightened concerns over security, as the barangay experiences increasing business activity and population growth. As a result, the need for better surveillance and more responsive emergency system is becoming more critical.
While residents generally have a positive perception of local security efforts, especially with the active presence of Barangay Tanods, the current CCTV coverage is inadequate to monitor the growing high-traffic and crime-prone areas. Technological advancements, such as expanding the CCTV network and improving real-time monitoring capabilities, are crucial for enhancing public safety and preventing crime.
The barangay’s legal framework, including its “drug-free” status and commitment to community-based conflict resolution through the Barangay Justice System, supports its governance and public safety efforts. However, environmental challenges such as waste management and disaster preparedness are emerging as urbanization continues. Expanding the CCTV network and establishing a CCC can play a key role in addressing both security and environmental issues by enabling more coordinated and efficient response to incidents.
To address these challenges, the study recommends expanding CCTV coverage to key areas like markets, transportation terminals, and schools, while establishing a CCC within the barangay hall to centralize monitoring and coordination efforts. It also suggests engaging the community by encourage local business and residents to support the CCTV initiative, creating a cohesive surveillance network. Securing funding for this initiative is essential, and the barangay should request budget allocations from the Local Government Unit (LGU), as well as explore government grants and potential public-private partnerships.
The implementation of these improvements will follow a structured timeline, beginning with a needs assessment, followed by securing funding and procurement of equipment, installation of CCTV systems, and the establishment of the CCC. Training for barangay personnel on the use of these technologies and the development of response protocols will ensure the effective operation of the new systems. Ongoing maintenance and systems evaluations will be conducted to ensure long-term functionality and effectiveness.
Hence, the leadership of Barangay De Ocampo, alongside its growing community and economic landscape, requires immediate action to address the increasing security challenges. By expanding CCTV infrastructure, establishing a CCC, and securing the necessary funding, the barangay can improve public safety and create a more secure and efficient environment for its residents. These initiatives will ensure a safer community, foster economic growth, and support the continued development of Barangay De Ocampo.
