Abstract
This study evaluates the preventive strategies employed by the Regional Anti-Cybercrime Unit 4A (RACU-4A) in e-Stafa (electronic fraud) within the framework of Continuous Risk Management Strategies (CRMS). With e-Stafa cases significantly increasing in the CALABARZON region, this research features the challenges and effectiveness of RACU-4A's current strategies across apprehension, prevention, and awareness dimensions. Key findings emphasize the need for enhanced digital forensic capabilities, stronger inter-agency collaboration, and improved public awareness campaigns. The study identifies gaps in resources and training that hinder the unit's ability to combat evolving cybercriminal tactics. Recommendations include modernizing forensic tools, building strategic partnerships with financial institutions and ISPs, and implementing targeted public education initiatives. By addressing these challenges, the proposed action plan aims to reinforce RACU-4A's operational efficiency and more secure digital environment. The study emphasized the importance of adaptive, collaborative, and victim-centric approaches in the fight against e-Stafa.
