Abstract
Conflict could undermine the operations and responsiveness of the police organization, and so this study is primarily conducted to investigate the state of power security considering the existing and emerging threats. The study is geared toward developing a power security framework in the operational conflict context of the Police Regional Office 12. The data presented here shows this region's current realities and challenges in terms of developing a suitable power security framework for the law enforcement sector. The qualitative research design, as well as the futures thinking approach, was employed in this study. Results revealed that there are energy conservation/ efficiency efforts in this region. There are also backup systems and existing mechanisms for coordination. However, there are evident weaknesses like the absence of data/systems for power usage, the concerns about electrical systems and infrastructure, and the apparent resource limitations. Despite that, opportunities are immense, including expanding energy-related programs and strengthening coordination with other sectors. Further assessment of the results revealed the anticipated future of power security, highlighting power security characteristics, that are adaptable, sustainable, reliable, diverse/robust, efficient, modern, integrated, and structured. Finally, the study developed and endorsed the "E.L.E.C.T.R.I.C. Framework for Power Security," a suitable Action Plan that stands for Enhancing Long-term Energy Capacity Through Resilience, Infrastructure, and Control.
