Abstract
• The issues that came from the case study are the principle, operations and policy as to the different approach of our government against insurgency to maintain “peace and order, the protection of life, liberty, property and promote the general welfare of the Filipino people.
• The researchers used the qualitative method of study to wit the researchers designed an informant interview guide questionnaire that had been utilized as the main instruments for data gathering.
• The case of Tapaz, Capiz that had been known to be the home base of the New People’s Army (NPA) with the confirmation of the Mayor of Tapaz, Capiz.
• The issues came out because of failure to provide basic social services in far flung areas known to be supporting the NPA, Ips were neglected, problem with transparency, accountability and the mobility and capability of the police force and armed force to respond to the situation in Tapaz, Capiz.
