Abstract
Amid increasing demands for efficient law enforcement and rapid crime response, command centers have become essential in enhancing public safety and operational coordination. This study presents an operational assessment and police-reported support of the Ozamiz City Command Center as a basis for enhancing police operations. Performance data including response time, crime volume, crime clearance, and crime solution rates were obtained directly from the Command Center office. Results revealed an overall average response time of 5 minutes and 36 seconds, with particularly efficient handling of theft and physical injury cases, aligning with accepted standards for urban emergency response. Crime statistics indicated improvements in crime clearance and solution rates following the establishment of the command center, reflecting its positive impact on police operations. To assess internal support factors, a validated researcher-made questionnaire was administered to 110 police personnel. Findings showed minimal technical limitations, with most issues such as system downtimes and communication disruptions effectively mitigated. Training programs were rated positively, reflecting adequate preparedness and satisfaction with ongoing support. Resource constraints, particularly regarding vehicles and communication devices, were generally well-managed and met operational needs. Based on these findings, an intervention plan was proposed focusing on infrastructure upgrades, continuous personnel training, optimized resource utilization, community engagement, and performance monitoring. The study recommends sustained investment in technology, training, and inter-agency collaboration to strengthen public safety operations.
