Abstract
The purpose of this paper is to address the important issues with regards to policy formulation in assessing the competency of the organization Philippine Coast Guard with regards to transportation safety at sea. The empirical study of organization's perceptions, along with documentary analysis of the industry's literature, reveals that the skills and competency gap of the personnel in the whole organization is indeed a prominent issue that needs to be addressed. The main aim of this study is to examine the underlying reasons for the perceived skills and competency gap of the Philippine Coast Guard's Officers and personnel with regards to transportation at sea. This will also address challenges and issues in improving safety of maritime transport and propose recommendations to policy regarding the competency of Philippine Coast Guard in imposing and implementations with its function for Maritime Safety thereby reducing the maritime transport accidents which have been causing the huge damage to people, property and the environment. Competencies enable the staff of an organization to have a clear understanding of the behaviors to be exhibited and the levels of performance expected in order to achieve organizational results.
Transportation safety standards can be easily elevated or enhanced with stricter enforcement of the regulations and competent actions from the governing organizations with competent officers and personnel.
