Abstract
This is the study of the area-based knowledge of the City of Valenzuela. The data collected and gathered through qualitative process through a descriptive and interpretive discussion and understanding of the area as the unit of analysis. Hence, the methodology draws from the basics of ethnography and case study method.

The study aims to determine the public safety and security area study profile, features or characteristics of the area according to BEST LEAPS/HE; to identify the prevailing or primary public safety and/or security threats, issues, or problems evident in BEST LEAPS/HE profile; explicate the primary public safety and security threats using situational analysis tool/s; and formulate and/or design an action plan, policy proposal, circular reviews, etc. that address the threats identified and explicated in the study.

This is achieved by going beyond the basic profiling of the features or characteristics of the area. Profiling is rather structured on BEST-LEAPS/HE strategy for two reasons: description of the locale's histography and profile and identification of the prevailing public safety and security threats, issues, or concerns. BEST-LEAPS/HE is an acronym for: basic key leaders, environment, socio-cultural, transportation, legal/law and order, economics, allied agencies, political, scientific and technological, health and education.

Thus, an Action Plan was formulated as the output of the study.
