PROPOSED TRANSPORTATION FRANCHISE IN BALETE, BATANGAS: PROMOTING EASY ACCESS AND SEAMLESS COMMUTER MOBILITY

Abstract
The transportation system in Balete, Batangas, serves as a vital component of the municipality's economic growth, public safety, and social mobility. However, persistent inefficiencies such as an unstructured transport network, inadequate road infrastructure, weak law enforcement, and the absence of a transport franchise system have led to significant public safety and security concerns. These issues impact not only daily commuting and business operations but also emergency response efficiency, disaster preparedness, and the overall quality of life for residents. Addressing these challenges is essential for developing a sustainable and well-regulated transport system that enhances accessibility, safety, and economic opportunities.
This study examines Balete's public safety and security landscape using the BEST-LEAPS/HE framework, which assesses Basic Leadership, Environmental Conditions, Socio-Cultural Structures, Transportation Issues, Legal and Law Enforcement, Economic Conditions, Political Situations, Scientific and Technological Developments, Health Services, and Education. The analysis highlights how transportation deficiencies affect multiple sectors-from hindering access to health and education to constraining economic mobility and disaster response efficiency. The findings indicate that public safety and security cannot be effectively managed without improving Balete's transportation network, as unreliable mobility exacerbates existing social and economic disparities.
Among the public safety concerns analyzed, transportation emerged as the most urgent issue requiring immediate intervention. Using the SWOC (Strengths, Weaknesses, Opportunities, and Challenges) framework, the study identified key factors influencing Balete's transport sector. The municipality benefits from its strategic location, existing road networks, and tourism-driven demand for better mobility solutions. However, these strengths are outweighed by severe weaknesses, including an unstructured public transport system, poor road conditions, unregulated fare pricing, and weak enforcement of traffic laws. The lack of transport terminals and designated loading/unloading zones further worsens traffic congestion and commuter inconvenience, while the absence of a standardized transport franchise system enables illegal or "colorum" vehicles to operate unchecked.
Despite these weaknesses, Balete has significant opportunities for transport modernization. Government infrastructure programs, public-private partnerships, digital transport innovations, and eco-friendly mobility initiatives can be leveraged to create a safer and more efficient transportation system. However, several challenges must be addressed, including political and bureaucratic delays, financial constraints, resistance from traditional transport operators, and environmental risks such as typhoons, flooding, and volcanic activity. A comprehensive and well-structured transport policy framework is necessary to ensure that improvements are implemented effectively and sustainably.
