Abstract
This study aimed at determining the delivery of Oplan Ligtas na Pamayanan (OLP) via online platform and to be able to describe the issues, challenges, and gaps during its implementation. The results of which served as basis to formulate an action plan. The qualitative methodology was adopted and data were obtained using focus group discussion and interviews with the Fire Marshals and Barangay Captains of the different municipalities nationwide. The findings revealed that the services being used mostly in the delivery of Oplan Ligtas na Pamayanan via online platform were Facebook, Messenger, Zoom, and Google Meet. One strong factor found to influence the issues, challenges, and gaps is the failure of the Bureau of Fire Protection to allocate funds to support its sustainability in implementing the Oplan Ligtas na Pamayanan during new normal. Moreover, other issues and challenges encountered were the lack of trained personnel to man the online platform and the equipment needed for its operation. This study concludes that it is very important to continue and sustain the implementation of the Oplan Ligtas na Pamayanan even during Covid 19 pandemic because it is very difficult to be a fire victim of losing home and relatives after being hospitalized for corona virus. In these trying times, when pandemic is being experienced worldwide that resulted to economic crisis and unemployment, the most effective strategy to mitigate the onslaught of fire among the poorest of the poor must be a continuing implementation of the government programs like the Oplan Ligtas na Pamayanan (OLP).
