Abstract
Seeing the need to address the radicalization and terrorism problem in the Philippines is already among the government concern as early as year 2004. In response, the Philippine National Police (PNP) created the SALAAM POLICE CENTER by virtue of Memorandum Circular (MC) 2004-008 signed in October 2004. The unit was created to keep healthy relationship between the police and the Muslim community.
In 2014, the PNP formulated Memorandum Circular Number 2014-008 dated March 20, 2014 that provides set of operational guidelines for the Peace building and Counter-Radicalization program of the PNP. On March 2021, the PNP issued a Command Memorandum Circular (CMC) No. 08-2021 also known as Strengthening PNP's Role in the Prevention and Countering of Violent Extremism (P/CVE) through the Salaam Police Center.
It is the purpose of this research to determine how the PNP SPC CVE program can further be strengthened to be able to attain its objectives particularly. Among the factors that were considered were Manpower, Logistics, Program of activities and content, and Mechanisms of implementation.
Using the qualitative research method, the proponents conducted random interview from the identified offices in the PNP, SMEs outside the PNP, and stakeholders engaged in the PNP SPC counter-radicalization program. Proponents also engaged in documentary analysis of relevant documents.
The result revealed that the PNP SPC is in dire need of sufficient manpower in order to carry-out effectively the counter-radicalization program of the PNP. It is also evident that although the PNP programs are aligned with the NAP PCVE program there is no centralized body of the PNP that unify these efforts and the programs making them compartmentalized. The PNP SPC has no specific implanting guidelines/handbook that prevents the center from specifically creating a more systematic approach.
As such, it is recommended that the PNP SPC be created as a new National Support Unit of the PNP independent from the DPCR to have stronger administrative power, and own budgetary allocations.
