Abstract
This study investigates the process of designing and managing the security at the Black Nazarene Traslacion during both the pre-pandemic period and the pandemic of COVID 19. During the focus group discussion, participants included both members of the Task Force in charge of the Black Nazarene Traslacion as well as devotees. In order to conduct an analysis of the data provided by the people who took part in the research, thematic analysis was used Codes have been meticulously identified, and themes have been developed, reviewed, and finalized. According to the findings of the study, there is no security and safety framework that is standard for the Black Nazarene Traslacion or any other big religious event that also includes concerns regarding health. In addition to that, there are deficiencies in both the available resources and the logistics. That the behavior of the devotees has a significant bearing on the level of success that may be achieved in putting the security and safety strategy into action. Therefore, a national Standard Major Religious Events Security and Safety Framework under the New Normal is necessary to consolidate policies, protocols, resources, and efforts that will enhance the effectiveness and efficiency of ensuring public safety during the exercise of their religious events. This will allow for enhanced effectiveness and efficiency in ensuring public safety.
