Abstract

The municipality of Sugpon in Ilocos Sur is a fifth class rural-based riverine town located at the rugged tri-boundaries of Ilocos Sur, Benguet, and La Union. It is a home to two ethnolinguistic groups: the Bago and Kankanaey. Primarily agricultural in nature, Sugpon’s local government prioritizes enhancing crop production. This initiative also aims to establish Sugpon as the emerging Ube capital of the province, alongside other agricultural produce, and improve the resident’s quality of life through better governance strategies and to encourage a shift away from the persistent cultivation of marijuana in the boundaries.

In light of this growth, prioritizing public safety and security is imperative to ensure the well-being of all involved. This Public Safety Security Study aims to critically assess the current public safety and security framework of the municipality in terms of BEST LEAPS, identify potential vulnerabilities particularly to the most pressing issues besetting the locality, and propose strategic measures to enhance public safety within the context of enhanced economy through sustainable agricultural production, improved road network and other economic initiatives and elimination of Marijuana cultivation.
