Abstract
The Area Study on San Juan City employs the BEST LEAPS-H Framework to provide a comprehensive analysis of the city's multifaceted public safety and security landscape. Historically significant and strategically located in the heart of Metro Manila, San Juan, the smallest city in the Philippines, faces various challenges, including solid waste management, traffic congestion, and environmental hazards such as flooding and earthquakes. Despite these issues, the city is generally perceived as a safe and secure community, supported by proactive law enforcement and key leaders with a strong commitment to disaster preparedness.

The study highlights the importance of understanding the interconnected factors influencing public safety, including sociocultural elements, economic conditions, and legal aspects among others. It identifies opportunities for improving law enforcement initiatives to enhance the quality of life for San Juaneños.

The proponents' key recommendations encompass a range of strategic actions, such as developing a comprehensive action plan for solid waste management to address ongoing sanitation issues; conducting periodic disaster preparedness simulations to capacitate the community with essential knowledge and skills; refining traffic management strategies to ease traffic congestion during peak times; expanding the CCTV network to enhance monitoring and law enforcement capabilities; and intensifying public awareness campaigns to foster greater community engagement and cooperation.

This study aspires to contribute to the sustained improvement of public safety and the overall well-being of San Juaneños, aligning with the City of San Juan's vision of building a "Makabagong San Juan."
