Abstract
The purpose of this study was for the development of post-armed encounter psychological care system for the Philippine National Police. The student-researcher sought to determine the following research questions: (1) What are the existing program for post-armed encounter psychological care program of the PNP?; (2) What are the gaps in the existing program of post-armed encounter psychological care system of the PNP?; and (3) What are the strategies to strengthen the post armed encounter psychological care system of the PNP?. The study was conducted to give insights to the Philippine National Police personnel, its Directorates and Support Unit, Psychologist, Community, and Future researcher/s, and Readers.

The subject of the study were the Philippine National Police personnel who have experienced an armed encounter, and the locale of the study was set at the Laguna province particularly the six (6) City Police Stations and Laguna Police Public Safety Company, that includes San Pedro, BiƱan City, Sta. Rosa, Calamba City, Cabuyao City, and San Pablo City. The student-researcher conducted Focus Group Discussion to the selected members of the six (6) City Police Stations and Public Safety Company. Key Informant Interview was also utilized involving the Provincial Director of Laguna, Commanding Officer of Laguna Public Safety Company, and PNP Health Service key personnel that includes the Psychologists. The researcher employed the descriptive type of research using a qualitative method. The researcher's process of gathering data from the participants was through the combination of one or more data gathering process for qualitative analysis of data such as Document Analysis, Focus Group Discussion, and Key Informant Interview. The data were gathered and analyzed using unstructured guide questions and on direct observation/experienced from the participants which are based from the statement of the problems and specific objectives set by the study. The findings of the study confirms the fact that of the five (5) areas of a Post-Armed Encounter Psychological Care Program, only two (2) at present is existing, and in fact even if it is existing it does not meet the required standard psychological care. These are the After Operation Debriefing and the Post-Traumatic Stress Debriefing. However, based on the research and information provided by the perception and knowledge of the key informants, there are possible Post-Armed Encounter Psychological Care Program to be utilized as a tool in evaluation and these are the following: After Operation Debriefing, Training and Workshop on Mental Health and Psychosocial Support Capacities, Psychological Debriefing, Psychosocial Processing, and Post-traumatic Stress Debriefing. The gaps of the study were a. Lack of implementing program and activities to make the LOI operationally viable and cost effective; b. Lack of medical personnel such as Psychiatrist/Psychologist to strengthen its Neuro-Psychiatric Section within PROs having a ratio of 1:2,562; c. Lack of research assistance on the Stress Management Program that will benefit the PNP personnel's mental health; d. Current implementation of post-armed encounter psychological care does not meet standard based on Psychological Association of the Philippines; e. Psychological care program is not institutionalize, sporadic and not in accordance with the POP and LOI 32/10; f. Lack of implementing programs and activities because of budget constraint; and g. Post-armed encounter psychological care is only conducted to police personnel upon request of the immediate supervisor.
