Abstract
This study gave focus on the Health Service Units of the different agencies under the Department of Interior and Local Government (DILG) namely the Philippine National Police, Bureau of Fire Protection and the Bureau of Jail Management and Penology in their roles based on the Oplan Metro Yakal Plus of the Metro Manila Development Authority. The study aims to determine their current protocols for the "Big One" and identify the following gaps; personnel capabilities, logistical resources, training, area accessibility and the response to the four phases of disaster management.

There is no concrete protocol for the BIG ONE for the Health Service of the Tri-bureau. Everyone is not psychologically prepared. The logistical supplies of the HS of the Tri-bureau are not enough and procurement problems is still a major factor. Mobility, petroleum oil, lubricant and food for the survivability still have to be addressed. Everyone at the National Capital Region expects that the responders from the region would reach them at a minimum of 48 hours upon the start of the earthquake, due to expected disasters and victims in their route to the designated quadrant. There is a difference in management of trauma victims between the Local Government Units and the HS units; wherein the former would do only first aid and go for the Load and Go system while the Latter would do more prehospital care. The LGU and the responding Regional Health Service needs to meet and address certain problems in routes and alternate routes familiarization, familiarization to hospitals, staging areas, LGU personnel and location of field Emergency Hospitals, capability building, joint response drills and field training exercises. The two retained DOH hospitals have been increasing and improving their stockpile for the numerous victims that will come in during the BIG ONE

The suggested Action Plan and Project is to create a Tri-Bureau Health Service Response Unit; that will undergo and develop Foundation Trainings for all its members. Crafting of a standardized prehospital response and medical care protocol (Non-Trauma) with the help of other government agencies and Medical Societies that will include the medical policies and procedure for life threatening or serious and minor injuries. Scenario building and field training exercises will be enforced for proper implementation of the program.
