PUBLIC HEALTH SAFETY NETS AS RESPONSE TO COVID-19 PANDEMIC IN BACOLOD CITY

Abstract
This study was focus on the public health safety nets as response to Covid-19 pandemic in the City of Bacolod. Specifically, the study aimed to know the following: (a) how does the respondents assess the public health safety nets as response to COVID-19 Pandemic in Bacolod City in terms of: inter-agency coordination, community response and inter-operability. (b) what problems were encountered by the public health safety nets response to COVID-19 Pandemic in Bacolod City based on the above-mentioned variables. (c) what action plan can be proposed based on the findings of the study.
The test of difference between areas shows that there is no significant difference on the areas of interagency coordination, interoperability, and community response. The researchers find out that the highest scores is in the area of interagency coordination. Specifically, in the question whether the City of Bacolod do dissemination information to all stake holders and agency regarding COVID-19.
The lowest test scores were in the area of interoperability which includes sharing of data and resources seamlessly. It also includes the economic recovery and employment recovery through DOLE and other agencies. Over all the three barangays which is subject of this study were consistent on their responses. The result of the survey was further substantiated by the key informants whose answer to the questions were affirmative and supports the findings the researchers gathered through survey questionnaire.
Overall, the findings would reveal that the City of Bacolod has initiative a proactive defense program through interagency coordination, interoperability and community response which include resiliency plan and implementation of the safety protocols. However, these plans were somewhat lacking in implementations due to the fact that there are lapses in the above mention areas. This was manifested in the test scores which are HIGH on interpretation but since the choices has no middle ground the results will fall into a satisfactory performance.
