AN EVALUATION OF THE PHILIPPINE COAST GUARD IN IMPLEMENTING THE PROVISIONS OF MARPOL ANNEX II REGULATIONS OF NOXIOUS LIQUID SUBSTANCES POLLUTION PREVENTION

Abstract
The study aimed to evaluate the perception of the respondents on the effectiveness of the Philippine Coast Guard in implementing the provisions of MARPOL Annex II, the regulation of noxious liquid substance pollution prevention in terms of personnel readiness, monitoring and control system and logistical support in order to identify the problems and propose an action plan. It also delved into the proposed measures that would address the problems encountered that affect the Philippine Coast Guard in implementing the provisions of the MARPOL Annex II.
The descriptive method of research was adopted and applied in the conduct of the study. The collection of data was done through the conduct of survey through the administration of the survey questionnaire and conduct of personal interview using Interview Guide. The data gathered were treated using the Percentage Distribution Method and the Average Weighted Mean. A five-point likert scale was employed for analyzing the survey results while the F-test was used to determine if any significant difference in the perception of the three (3) group respondents exists.
Upon analysis of the statistical data collected, it was found out that the Philippine Coast Guard is effective in implementing the provisions of MARPOL Annex II in the regulation of noxious liquid substance pollution prevention. This is evidenced by the mean rating of 3.77 on the three aspects. As to the degree of serious on the problems encountered a mean rating of 3.59 was obtained equivalent to serious problem. Based on the gathered data, respondents highly recommend (wm = 4.22) the proposed measures particularly in educating the public, develop national oil spill contingency plan and allocation of enough funds in dealing with noxious liquid substance pollution prevention.
Statistical analysis yielded no significant difference among the perceptions of the respondents along effectiveness and proposed measures.
In the light of foregoing findings, the following conclusions were drawn: 1.) The Philippine Coast Guard appears to be effective in implementing the provisions of MARPOL Annex II in terms of personnel readiness, monitoring and control system and logistical support and yet has to fully implement with full force to implement the regulations of noxious liquid substance pollution prevention in North Harbor; 2.) The problems encountered affecting the Philippine Coast guard in implementing the provisions of MARPOL Annex II are serious concerns that require immediate attention from CG4 particularly along logistical support; 3.) The measures proposed to address the problems encountered on the three aspects of the program are highly recommended by the respondents. These are offered to improve and enhance the implementation of the Philippine Coast Guard in the provisions of the MARPOL Annex II in the prevention of noxious liquid substance in North Harbor, Manila; 4.) The PCG MARPOL Inspectors ship operators/owners and ship crew have varied views of the Philippine Coast Guard in implementing the provisions of the MARPOL Annex II in the three aspects of the program. The three groups have similar assessment of the degree of seriousness of the problems and on the proposed measures to address the problems in all three aspects of the program. But differ in the level of effectiveness of the PCG in implementing the provisions of MARPOL Annex II; and 5.) a proposed action plan is prepared by the researcher to enhance the Philippine Coast Guard in implementing the provisions of MARPOL Annex II in the regulations of noxious liquid substances pollution prevention in North Harbor, Manila.
