Abstract
The proposed Philippine Department of Homeland Security overlays the development of systems and procedures to institutionalize the initiative. The worsening domestic threats and are aimed to be prevented and countered thru such institutional initiatives. Thus, the conception of homeland security competency framework for its practitioners and professionals is imperative to come up with a feasible curriculum development designed for education and training.

Using the qualitative approach to research, the technical competency framework for homeland security professionals was proposed. Utilizing contextual literature review, key informant interviews, focus group discussions, and conduct of surveys, the researcher was able to come up with eight major themes for technical competencies namely Cybersecurity & ICT, Disaster Risk Management, Knowledge Management, Logistics/Resource Management, Strategic Communication, Law and other Subject Matters, Governance and Culture, Intelligence and Investigation. Each of these has subject matters that evolves in respond to the needs of times.

It is therefore recommended to conduct consequent validation and conduct of research for its improvement. Possible integration to the curricular development of the Homeland Security training institutions is proposed for the consideration of various policy makers in the public safety regime of the country.
