UTILIZATION OF INMATES AS JAIL AIDES IN MANILA CITY JAIL: AN ASSESSMENT

Abstract
The study used a descriptive method of research as it assessed the utilization of
inmates as jail aides at Manila City Jail through the following variables: escapes, entry
of contraband, jail’s irregularities and anomalies, and jail crisis. The respondents of the
study are the jail personnel, inmates and those designated as jail aides presently
assigned and detained at Manila City Jail respectively. This study has a total population
of 3,550, and by using the Slovin’s formula, with a simple random sampling, to acquire
with a total sample size of 359 respondents (Jail Personnel – 23, Inmates – 326, and
Jail Aides - 10). The study assessed the policy on the utilization of inmates as jail aides
which usually confronted various forms of misconducts and inconsistencies in Manila
City Jail. Also the study included the problems encountered and as well as the proposed
measures to address the problems encountered on the use of inmates as jail aides. On
the other hand, the assessment of the respondents were determined, through statistical
analysis, whether or not there is significant difference, and thereby accepting or
rejecting the null hypothesis.
The research methodology presents the following; (1) research design; (2)
source of data; (3) data-gathering instruments; (4) data gathering procedures; and, (5)
statistical treatment of data. It was then treated with statistical analysis using the
following tools: percentage, weighted mean, analysis of variance (F-test), and the five-
point numerical scale, thereby giving verbal and literal interpretation as prepared by the
researcher.
The assessments of the three (3) groups of respondents determined whether or
not there were significant differences, and thereby accepting or rejecting the null
hypothesis. The statistical results showed that the computed F-values were mostly
higher than the tabulated F-values, which required the rejection of the null hypothesis of
having significant difference.
The encountered problems were common experience happened in the jail
because the policy on using inmates as jail aide was not properly implemented or, if
implemented properly, the conduct of the personnel to monitor and to supervise jail
aides was not strictly observed. On the other hand, the proposed measures were highly
recommended by the respondent-personnel, while the inmates, especially the jail aides,
do not give high recommendation on this regard.
The respondents assessed the four (4) variables as Moderately Contributory.
The assessment on escape obtained the highest value of average weighted mean
among the other variables, with the emphasis of disclosing the conduct of using inmates
as jail aides were prone to escape. The problems encountered on the utilization of
inmates as jail aides would normally be associated with the lack of supervision,
monitoring, restrictions, laxity, and excessive privileges granted to jail aides. The
proposed measures were rated as recommended by the BJMP personnel and inmates,
while the jail aides involved less recommendation on this matter. Although, the analysis
of variance mostly rejected the null hypothesis, it cannot be said to disregard the
proposed measures. As such, it has to be recommended as part of greater innovations.
