Abstract
The Criminal Investigation and detection Group created its own Force Multipliers
in the community called as “Community Investigative Support” (CIS) to boost the
group’s investigative capability through extensive networking with various groups of
professionals and likewise help also the CIDG carry-out and accomplish its mandate.
The CIS will serve as the CIDG’s citizen investigative network whose function is to help
in information and evidence gathering, to preempt crimes and assist in the investigation
of heinous and sensational cases for the immediate identification and apprehension of
suspect/s. On the other hand, CIS members can also be mobilized to assist the CIDG
personnel during Disaster and Emergency situations. Hence, this study was conducted
to assess the capability of CIS members as Force multipliers of the 8 th Regional Criminal
Investigation and Detection Unity. Specifically, the study sought to determine the
capability of CIS members as Force multipliers, the factors that affect their capability,
measures that must be instituted to address the problems that affect their capability,
and the significant difference among the respondents’ assessment on the influence of
the factors to CIS members.
The descriptive method of research was utilized in the conduct of this study and
more particularly the documentary review, interview and survey methods of gathering of
data. The respondents of the study were chosen utilizing the fish bowl technique, 14
CIDG organic personnel, 184 CIS members and 55 Local Government Unit Officials. It

was hypothesized that there is significant difference in the respondents’ assessment on
the factors that affect the capability of CIS members as Force Multipliers. The tools of
the measurement in this study were the primary data through survey questionnaires and
interview. Secondary data were sourced from documentary analysis. The quantitative
data obtained from the conduct of the survey were analyzed and evaluated.
The study showed that the capability of CIS members as Force Multipliers of the
8 th RCIDU obtained an Overall Grand Weighted Mean of 3.64 which is equal to as
“Capable”. The test of Significant Difference among the respondents’ evaluation on the
level of capability of CIS members as Force Multipliers revealed that computed F-value
of 4.055 is greater than the tabular F-value which was found to be 2.60.
On the identified problems encountered by CIS members as Force Multipliers of
the 8 th RCIDU garnered an Overall Grand Mean Value of 3.52, equivalent to an
adjectival interpretation as “Serious”. The test of Significant Difference among the
respondents’ evaluation on the level of capability of CIS members as Force Multipliers
showed that the computed F-value of 3.476 is greater than the tabular F-value of 2.60.
Furthermore, the respondents rated the identified measures that should be
instituted to address the problems encountered by CIS members as Force Multipliers
obtained an Overall Grand Weighted Mean value of 4.06 with adjectival interpretation as
“Recommended”. The test of Significant Difference among the respondents’ evaluation
on identified Measures showed that the computed F-value of 1.798 is less than the
tabular F-value of 2.60.
The capabilities if Community Investigative Support (CIS) members as Force
Multipliers of the 8 th Regional Criminal Investigation and Detection Unit in Eastern
Visayas is regarded as “Capable” in the areas of Information Gathering, Disaster and
Emergency Response, Arrest of Wanted Criminals and Evidence Gathering.
The Problems encountered by CIS members as Force Multipliers focused on
Evidence Gathering, Arrest of Wanted Criminals, Disaster and Emergency Response
but given emphasis on Information Gathering which obtained the highest Grand Mean
among the four (4) variables but shared similar verbal interpretations as “Serious”.
The enhancement on the capabilities of CIS members as Force Multipliers of the
8 th RCIDU involved on Evidence Gathering, Information Gathering, Disaster and
Emergency Response and Arrest of Wanted Criminals which obtained the overall verbal
interpretation as “Recommended”.
There is a significant difference on the assessment of the three (3) groups of
respondents in relation to the level of capability, problems encountered, and the
proposed measures to address the problems encountered by CIS members as Force
Multipliers. However, it further showed that there is no significant difference in relation to
the proposed measures to address problems encountered by CIS members as Force
Multipliers.
The Community Investigative Support (CIS) Capability Enhancement Training
Program consisting of Information Gathering, Evidence Gathering, Disaster and
Emergency Response and Arrest of Wanted Criminals is designed to improve the
knowledge, skills and capability of Community Investigative Support of the 8 th Regional
Criminal Investigation and Detection Unity in Eastern Visayas: Designing an
Empowered Force Multipliers Program.
