Abstract
In response to dealing with the thousands of drug personalities who responded to PNP Operation Tokhang, Bahay Pagbabago Reformation Program was established; the goal of which is to provide a month-long wellness program for drug surenderers. The researchers as senior police officers of the PNP have decided to evaluate the wellness program in terms of moral recovery, physical health recovery, and technical/vocational, spiritual and social/psychological recovery. Hence, this study was done with the use of convergent research design or the triangulation method of data gathering. In this study two (2) tools were used: research-made questionnaire with open ended question and an interview guide for the phenomenological qualitative research design.
The data derived from the respond of 313 drug surrenders who graduated from the program (Slovins formula was used, with 700 total population) was treated using weighted mean and ranking. The data gathering was done
Within the month of August 2018 in 10 towns in the province of Bataan namely: Pilar, Dinalupihan, Mariveles, Limay, Bagac, Hermosa, Orani, Abucay, Orion, Morong, and Balanga; likewise, for the Phenomenological Qualitative research approach, 71 stakeholders (staff, health workers, program instructors, police officers) perspectives were sought through a guide question covering the factors that contribute to effective program, issues and challenges, how surrenders be transformed and helped’ and measures for effective reformation program.
The statistical result of the respond of the 313 reformists revealed significant difference; while for the qualitative phenomenological interview resulted to identification of eleven (11) cluster themes taken from the derived associated meaning from the verbatim interview results these are: monitoring and after care; acquisition of knowledge skills and values; drug abuse is a disease; time is the essence; community support and trust, capacity and capability are two-pronged concerns; cultural and personal differences should be considered; new outlook in life; surrenderers are victims too; PNP to share responsibilities; and LGU support is a must.
The proposed action plan covers areas on: eliciting participation of stakeholders in sustaining the reformation program, conducting program review by developing tools for control and monitoring, and program of instruction; soliciting support in terms of funding, experts and facilities from governmental and non-governmental institutions, and developing system of classifying enrollees (for reformation) in order to ensure a more appropriate mode of intervention and program.
