Abstract
The Philippines is vulnerable to natural hazards such as earthquake, mass movements and typhoons that may induce flooding that may cause loss of life and property. This research aims to identify gaps and limitations affecting the interoperability of Police Regional Office Cordillera – Regional Disaster Incident Management Task Group. It shall also attempt to raise awareness and understanding in order to mitigate the effects such hazards. The result will provide valuable information regarding factors that would enhance actions geared towards the attainment of Disaster Risk Reduction and Management objectives on a regional level.
Effective disaster management interoperability is understood as enabling the exchange of information and its use, but also as ability to perform a function in behalf of another entity. The operation of emergency services is typically legislated at state, national and international levels/ Unfortunately however, merely instructing organizations to cooperate using high level generic directives does not bring true collaboration and/ or interoperability.
This research highlights the importance of enhancing and defining the roles and responsibilities of the Regional Disaster Incident Management Task Group by using a standard all scene, all hazard incident management concept, that allows the users to adopt an integrated organizational structure to match the complexities of and demands of a single or multiple incidents without being hindered by agency or jurisdictional boundaries.
