COMPETENCY OF BAGUIO CITY PHILIPPINE NATIONAL POLICE SCENE OF CRIME OPERATION: BASIS FOR A PROPOSED CAPACITY BUILDING PROGRAM

Abstract
Crime is a fact and is detrimental in any given society. Though it is everybody’s
concern, the Philippine National Police (PNP) is mandated by our government to serve
and protect. However, crime prevention is more challenging today because of its
increasing complexity. Thus, law enforcements should continually upgrade and train
personnel to be able to step ahead and come up with substantial evidence against the
guilty party.
This study aims to evaluate the competency of PNP Scene of Crime Operation
(SOCO) at the Baguio City Crime Laboratory Office (BCCLO) as basis for building a
capacity program. It involved 50 PNP BCCLO personnel in the year 2015-2016, using
qualitative tools to gather data which went through document analysis. Specific findings
were found such as there are limited copies of the PNP Crime Laboratory (CL) SOCO
Manual, PNP CL Examiner’s Manual, and other references in police operational
procedures which guide the BCCLO in performing their duties and responsibilities.
Also, it surfaced that the three most common problems encountered by the SOCO
personnel of BCCLO are: multi-tasking in crime scene processing due to limited
number of SOCO personnel; lack of budget for the SOCO fund to be used for incidental
expenses during crime scene investigation; and contamination of the crime scene.
Addition of SOCO personnel, increase in the monthly office operational funds, and
crime scene awareness for first responders and criminal investigators are the foreseen
remedies to these common problems. A strategy-developmental plan focused on how
to increase the human resource of the BCCLO personnel will greatly improve their
functionality in multi-tasking in relation to their investigative personnel competency,
investigative procedures and logistic support.
With all of these, significant recommendations and action plans are proposed
designed to enhance capability of the Baguio City Philippine National Police Scene of
Crime Operation specifically its personnel capacity to meet the demand of the present
time.
