This study was conducted to develop a Counter-Terrorism Operations Competency Model of the Bureau of Fire Protection Officers with the Zamboanga City Fire District as the research locale. IT was anchored on the Critical Theory of Counter-terrorism by Lindahl (2019). Moreover, the study employed descriptive-co-relational research design under quantitative research design which utilized survey questionnaires through quota-convenience sampling technique employed to the total enumeration of three hundred (300) respondents. Primary data were collected, organized, analyzed and interpreted through the use of software particularly Microsoft excel and Statistical Package for Social Sciences (SPSS), and Exploratory Factor Analysis (EFA).
Based on the result, the researchers were able to conclude that the domains of competencies of the counter-terrorism operations of the Bureau of Fire Protection in terms of knowledge, skills and behavior have strong inter-correlation, which includes investing in people on counter-terrorism operations, skills enhancement on counter-terrorism operations, knowledge enhancement on counter terrorism operations, adaptive behavior of people on counter terrorism operations and developmental behavior of people on counter-terrorism operations.
Through this, the researchers were able to recommend the following: The National Fire Training Institute must be energized by new and strong leaders in the intelligence community in molding our firefighters on what is counter-terrorism and provide the president with comprehensive and policy relevant intelligence analysis, there must be an inclusion of counter-terrorism in the policy and guidelines of the Bureau of Fire Protection, and that the Bureau of Fire Protection officers in Zamboanga City must invest in their people to strengthen and sustain the competency of each member aligned with the counter-terrorism operations.
