Abstract
The study assessed the response to COVID-19 of the frontline service bureaus, namely: the Philippine National Police, the Bureau of Fire Protection, and the Philippine Coast Guard. The study utilized quantitative research method with the survey questionnaire as the main source for data gathering and key informant interview which sought to gather data to supplement the findings of the study. It consisted of 160 respondents.
Based on the findings of the study, the following conclusions were drawn: 1) The responses to COVID-19 in the three frontline service bureaus complied in the implementation of the three variables, namely: mental health, health and safety protocols, and creation of task force. The three frontline service bureaus adhered to minimum responses to COVID-19. Of the three variables, creation of task force obtained the highest average weighted mean. 2) The top four identified problems on the response to COVID-19 in the three frontline service bureaus are the following: limited mental health program for personnel especially this COVID-19 pandemic; limited psychologists and medical officers to monitor the physical, mental health and well-being of the personnel; limited supply of personal protective equipment (PPE) to be used by personnel in their COVID-19 operations; and limited state-of-the-art equipment and mobility in responding to COVID-19 pandemic. 3) An action plan was proposed to address the problems encountered based on the findings of the study.
These conclusions were the bases for recommending the following: 1) Despite the compliance in the implementation of the three variables, there is still a need for the Philippine National Police, Bureau of Fire Protection and Philippine Coast Guard to intensify the conduct of a comprehensive mental health programs in all units and offices of the three service bureaus and creating a task force to sustain these programs. 2) There is a need for the Philippine National Police, Bureau of Fire Protection and Philippine Coast Guard to hire additional psychologists and medical officers to monitor the physical, mental health and well-being of personnel, procure enough supply of personal protective equipment (PPE) to be used by personnel in the COVID-19 operations and additional state-of-the-art equipment and mobility in responding to COVID-19 pandemic. 3) The Health Service of the Philippine National Police, Bureau of Fire Protection and Philippine Coast Guard shall strictly monitor and evaluate the programs on mental health as well as the health and safety protocols to sustain its implementation in order to mitigate the spread of COVID-19 in the three frontline service bureaus.
