ASSESSMENT OF THE WELFARE AND DEVELOPMENT PROGRAM (WDP) OF THE BUREAU OF JAIL MANAGEMENT AND PENOLOGY (BJMP): BASIS IN DEVELOPING A COUNTER-RADICALIZATION PROGRAM

Abstract
This policy research study was conceptualized to assess the Welfare and Development Programs (WDPs) of Tabaco City District Jail (TCDJ) in Bicol Region. There were 71 total of participants, 25 are TCDJ personnel, 26 are TCDJ Persons Deprived of Liberty (PDLs), and 20 are TCDJ visitors. The study made use of mixed methods of research, quantitative was used in the indicators but were substantiated by interviews and observation, thus qualitative was used to triangulate the findings of the study.

This study was conducted to determine the extent of the implementation of the WDPs of TCDJ along livelihood programs (LP) and alternative learning programs (ALS); the challenges encountered in the implementations of the said programs, and the creation of a Counter-Radicalization Program of TCDJ.

After the treatment of the gathered data, it showed that WDPs of TCDJ such as Livelihood Program and Alternative Learning System (ALS) are very instrumental in the helping the PDLs in their general welfare and holistic development; despite of the proper implementation of the WDP among PDLs, specific challenges are encountered on resources for its operations. The personnel of TCDJ are very active and decisive that is supported by willing and cooperative PDLs in the implementation of the two identified WDPs despite of the lack of resources.

With the foregoing finding and conclusions, the following are recommended: a) That the ALS program should be strengthened by creating a counter-radicalization program that would serve as part of the regular programs implemented inside jails and prisons; b) The TCDJ should partner to other educational institutions like high school or university/college and craft a Memorandum of Understanding (MOU) in order to maintain a sustainable programs on Alternative Learning System among inmates of TCDJ. This will solve the lack of materials, teachers, and lack of marker outlet for the products of PDLs; and c) To adopt the proposed Counter-Radicalization Program drafted by the researcher as an offshoot of the study based on research findings.
