Abstract
The current status of the Firearms Identification Division (FAID) in terms of systems and procedures was strengthened with the introduction of the Integrated Ballistics Information System (IBIS) in 2011. A significant number of cases were resolved with confirmed hits and linkages generated by the system. The potential of the system to expedite the examination of firearms-related cases was greatly achieved, however, several perceived factors are causing the inefficiencies in the delivery of the expected outputs. This action research probed the gaps in terms of systems efficiency in data storage, analysis and linkages, and capability in terms of the procedures, adequacy of equipment and technical expertise. Using the mixed-method design for research and the researcher-made questionnaire, the quantitative and qualitative data were collected to generate verifiable findings. A total of 55 respondents from crime laboratory units and district offices answered the survey while 10 were invited to Focus Group Discussions (FGD). Findings show that data storage, analysis and linkages, the evaluation of internal and external storage, allotment of time frame for the conduct of hit confirmation and the designation of technical personnel were indicators to consider while for capability indicators under procedure, equipment and technical expertise, review of procedures, maintenance of facilities and equipment, and the adequacy of technical support were emphasized. The systems efficiency and capability are affected by several factors that can be addressed y implementing a doable action plan which details the specific needs and requirements to be fulfilled in safeguarding and maintain the IBIS.
