Abstract
The researchers, being Jail Officers with the rank of Senior Inspector, have
been with the Bureau of Jail Management and Penology for quite a while. With this,
they have found a wide gap between the laws that uphold the rights, responsibilities,
and welfare of the jail officers and PDL and how the provisions of the law and the
Bureau are implemented in the context of administration, operation, and services in
the grassroots level. This study explored the perceptions of the jail officers, persons
deprived of liberty, and visitors regarding the real status of the Bohol District Jail’s
Management and these respondents were tasked to rank some assumed measures
that would sustain the good practices of the district jail. The data of these procedures
were obtained thru a survey questionnaire, with its first phase as the 5-point Likert
scale questionnaire that would evaluate the jail’s current status in terms of: (1)
access to lawyers, (2) health, (3) in-house education, (4) religious services, (5)
visitation, (6) finance, (7) food, and (8) livelihood. The second phase of the data
gathering procedure is the ranking of the assumed measures that would sustain the
current status of the district jail. The said measures were assumptions made by the
researchers being a veteran in the field of jail management, and these were ranked
by the respondents by which is the most significant in sustaining the current status of
the Bohol district jail—being a model jail. Results showed that the status of
implementation of services of Bohol District Jail management is highly
implemented—in terms of religious services. Lastly, results have shown that
promoting personal and professional growth of jail officers like conduct of seminars
and trainings and team-building activities that can boost the jail officers’ personality;
and the presence of social workers and psychologists for the behavioral assessment
and counseling of inmates were ranked the highest by most respondents.
