Abstract
ABSTRACT

The Bureau of Fire Protection is the national government agency in the Philippines that is mandated to provide fire safety enforcement and education services to the people. In 2019, the BFP institutionalized the implementation of one of its hallmark fire safety prevention program dubbed as the Oplan Ligtas na Pamayanan or more commonly known as the OLP. Since its launch, the various BFP offices across the Philippines have encountered hurdles in implementing the program due to an array of factors already present even before the program started which includes personnel shortage, lack of equipment and budgetary constraints. While the researcher recognized that the preexisting problem may not be solvable at the time of this study, they opted to focus in the observed level of cooperation between the local government unit and the Bureau of Fire Protection in implementing the OLP. Through their experience as personnel of the BFP, the researchers determined that addressing the cooperation level of LGU and the BFP is a more realistic and solvable problem that can significantly help improve the program. The study used a questionnaire containing six questions that provided a baseline assessment to support the observation of the researchers. Using qualitative analysis of indexing and thematic approach, the study presented the different categories of concerns that were determined based on the answers provided by the participants from both the BFP and LGU staff of Licab, Nueva Ecija and Marilao, Bulacan. As a final recommendation, the study recommended the use of combined formal and informal strategies to create better partnership and cooperation between the two parties.
