Abstract
ABSTRACT
This Action Research is about the Improvement Of The Fire Safety Enforcement System In The Province Of Bulacan Through A Digitized-Enhanced Fire-safety Inspection-Enforcement System (D.E.F.I.E.S.) whose objective is to address the difficulty in conducting fire safety inspection at least once a year on all buildings/establishment. Collaborators are Municipal Fire Marshals of BFP Bulacan, Chief, Fire Safety Enforcement Units, and Fire Safety Inspectors in City/Municipal Fire Stations in the province of Bulacan. The researcher applied different research inquiries and change models such as: PDCA Cycle; Ladder of Inference; ORJI Method; Fishbone Analysis; Journaling; Lewin’s Model of Change; and Active Inquiry to attain the objectives of this study.
The component measures in DEFIES are the Digitization of Fire Safety Enforcement records; Online profiling through cloud data storage; Modified Fire Safety Inspection through online conference; Paperless transaction in conducting fire safety inspection; and Online Application and Issuance of BFP clearance and certificates are the identified best policy alternatives.
The processes involved to complete this study gave the researchers memorable experiences since it is different from the traditional research method. The researchers learned a new perspective on solving organizational problems by involving those who experience these issues directly and being able to harness a viable resolution. Ultimately, we hope and pray that DEFIES will be adopted and become an agency policy, which we believed will provide improvement in fire safety enforcement and deliver quality service to the public.
