Abstract
The study determined the relationship between the implementation of the Disaster Risk Reduction and Management (DRRM) Plan in terms of prevention and mitigation, disaster preparedness, disaster response, and rehabilitation and recovery and collective action outcome of police personnel assigned in 3 City Police Stations (CPS) in Albay based on the Social Capital concept of Robert Putnam (1993). The primary data came from the results of the self-formulated survey questionnaire (α = 0.945) distributed via google survey to three hundred twenty-six (326) personnel assigned to Search and Rescue and DRRM Teams and key informant interviews. R2 = 0.89, F(152.90, 42.02) = 422.08, p = < .000 results showed that all DRRM Programs in the 3 CPS in Albay are statistically significant with collective action outcome. These are manifested through active participation and partnerships with key stakeholders, local networking, and coordination with other SRRs, equipping with the necessary skills and capabilities in coping with disaster impacts, assistance in the evacuation, medical and relief operations, promoting understanding and contribution in the development of IEC, and aligning priorities responsive, proactive, and timely to the restoration of life to normal functioning, among others. However, the determination of the coefficient result (COLAVE= 0.96 + PMAVE (0.205) + DPAVE (0.662) + e) showed that among the 4 components, the disaster response and rehabilitation and recovery programs need strengthening, hence the study proposed MAINAP ANG HANDA action plan (available upon request) to address these concerns.
