Abstract
E-subpoena system is an e-government project under the PNP Next Generation Investigation Solutions. In collaboration with the Supreme Court, the system was created to facilitate expeditious delivery of notices of hearing to police witnesses and preclude their absences therein. The dearth of information in relation to its appraisal coming from the ‘demand side’ is the motivation of this study. It served as a venue for the PNP Forensic Chemists to communicate freely and confidentially their take on the system. The assessment was conducted using the modified Attribute Model of Overall Satisfaction (Vaezi, 2013), and utilized an explanatory sequential mixed-method design. Results revealed a low overall perception rating (N=80). The attribute of information (output) garnered the highest appreciation., while the attribute of the system (technical) obtained the lowest. It was discovered that an increment in the attributes of information and system will cause a shift in PNP Forensic Chemists’ assessment rating in the same direction, while the attribute of service has no direct significant contribution. Among all the sub-attributes, the relevance of the information (output) got the highest appreciation. The sub-attribute of the accuracy of information and flexibility of the system obtained negative ratings, which reflects the detected issues and concerns. Recommendations include a policy review with the intention of involving identified end-user groups, standardized proficiency training, and re-engineering/re-programming or upgrading the software on the e-subpoena system.
