Abstract
The community Fire Auxiliary Group or CFAG, established under the BAYANIHAN Program, is a neighborhood-based organization anchored on the Filipino “Bayanihan” concept of communal unity, work, and cooperation to achieve a particular goal. This piece of work bears the title, “CAPABILITY LEVEL AND PERCEIVED CHALLENGES OF COMMUNITY FIRE AUXILIARY GROUP (CFAG) IN BATAAN PROVINCE: BASIS FOR ENHANCEMENT OF DEVELOPMENT PROGRAM.” This study determines the capability level of the CFAG member in Bataan Province in term of Logistics, Learning and Training, and Functional and Responsibilities. Using the mixed-method research design particularly sequential-explanatory research, this study utilized 180 respondents (60 from BFP personnel, 60 from LGU official, and 60 from CFAG member) for the quantitative measure, while 6 participants (3 for Key Informants Interview; 6 For Focused-Group Discussion) for the quantitative measure. Using researcher-made anchored from the content of the CFAG expected functions from BFP OLP Comprehensive Implementing Guidebook questionnaire for quantitative, this study found out that the CFAG member are highly capable on the implementation of CFAG program in term of logistics, Learning and Training, and Functional and Responsible. It can also be noted that only in term of monthly income do the respondents differ from their response with regard to the level of capabilities. Meanwhile, using semi-structured interview, this study found out that there are 10 themes of challenges identified on the implementation of the CFAG programs: On Logistics Lack of Human Resources, Lack of Prompt Response and Logistic Support from LGUs, Defective Equipment, Lack of Member; On Training and Learning, Lack of actual demos, Strategic Substitutions; On Functional and Responsibilities, Coordination with the LGU and the barangays involve, Lack of Continuous Training Enhancement. Thus, this study crafted an action plan addressing the identified challenge on the implementation of the CFAG program.
