Abstract
This study entitled “Capability of the Directorate for Integrated Police Operations (DIPOs) to End Local Communist Armed Conflict in the Country” aimed to determine the capability of the Directorate for Integrated Police Operations to End Local Communist Armed Conflict in the country in terms of operational, plans and programs and resources.

Based on the findings, the researchers concluded that the DIPOs are capable of addressing internal security issues to ELCAC efforts despite of lack of necessary support in terms of operational, plans and programs and resources.

It is recommended that the DIPOs and territorial unit’s capability to conduct anti-criminality, counter insurgency and counter-terrorism operation in terms of operational, plans and programs and resources be strengthened and to conduct a strategic review of the present organizational structure of DIPOs in order to address the problems encountered in terms of operational, plans and programs and resources. Conduct of a strategic review and re-evaluation of the capability of the Directorate for Integrated Police Operations in terms of operational, plans and programs and resources with the view of supporting the establishment of a unified area police force that will better address the immediate requirements and need of the PNP to mobilize its assets when situations so demand. A parallel structure comparable and similar to the AFP Area Command is recommended to bridge the gap in the line of command and control by the CPNP over its territorial PROs. The highly volatile and violence-prone area in the country particularly that of Mindanao shall also be considered in adopting such view of a unified area police force in the PNP. Along such review the role and vital importance of resources and operational systems must be part of the focal point of the review; the immediacy of response must be weighed with the quality and capability of the same because even if the promptness of response is achieved and yet without any good and advantageous benefit or gain, the very purpose and intent of prompt response is defeated by no less than the organization itself.
