IMPLEMENTATION OF THE JAIL VISITATION SYSTEM AND CHALLENGES ENCOUNTERED AT SELECTED BJMP FACILITIES: INPUTS TO POLICY REVIEW

Abstract
This study aims to assess the implementation of the jail visitation system and challenges encountered at selected BJMP facilities in Manila City Jail Male Dorm, Argao City Jail Male Dorm and Cagayan De Oro City Male Dorm for the fiscal year 2022-2023. The Likert scale researcher-made questionnaire was the data gathering instrument used. The persons deprived of liberty (PDL), visitors and personnel were the three groups of respondents. Composed of 799-PDL, 248 visitors and 208 personnel. Percent, Weighted Mean, One-way ANOVA and Pearson Product Moment Correlation were the statistical tool used. Results showed that there was significant difference on the extent of implementation of jail visitation system in terms of policy, standards, rules formulation and jail conditions in selected BJMP facilities as perceived by the three groups of respondents. All the probability values were less than the level of significance at 0.05 which rejected the null hypothesis. Furthermore, there was a significant relationship between the implementation of jail visitation system and the challenges encountered in terms of practical, experiential factors, and contact with the outside world in selected BJMP facilities. All the probability values were less than the level of significance at 0.05 thus rejected the null hypothesis.
From the conclusions formulated, it was recommended that the three facilities apply their own schemes and best practices and is worth being emulated by other jail facility with similar situation, size, or environmental conditions. It can be included in the existing policy on Jail Visitation System implementation that can contribute to the security aspect of the facility in response to the physical condition and volume of visitor entering the facility. It was highly recommended that the policy be revisited, and that statement be provided stating that, “The Jail Administrator” may formulate its own visitation scheme if the policy implemented by the National Headquarters is not applicable to the area, provided however, the proposed scheme is accompanied by justification and to be submitted for approval by the Higher Office. There shall be no implementation of the proposed scheme unless approved by the National Headquarters.
In the assessment of the PDL, visitors and personnel on the challenges encountered in the implementation of jail visitation system in selected BJMP facilities were in terms of Practical Factors, Experiential Factors and Contact with the Outside World were in Very High Extent. There should have a review of the policies, standards, and jail advisories for improvement to respond to the specific needs of the jail in terms of its jail visitation system.
