Abstract
Today, the most widespread violation of human rights and pressing social problem is violence against women and children (VAWC). Data around the world in respect to VAWC is alarming and the Philippines is not exempted from this problem. Crucial to end VAWC is the enhancement of its existing laws, policies, and programs from different government agencies created to protect women and children from violence and abuse such as that of the PNP. Thus, this study, was created with the hope that the findings may be integrated as basis for policy and program enhancement and handling VAWC cases in the community by the PNP in Regional Office 3. The Descriptive research design, qualitative approach was used in this research. Employing the purposive sampling technique, a total of ten (10) police participants assigned in responding and handling cases on VAWC joined this study. Data gathering tool used was key informant interview and all gathered data were analyzed through thematic analysis. Findings of the study showed that the challenges experienced by the PNP in the community in handling VAWC cases pertains to the victims’ poor assess to legal, financial, psychosocial support, the limited number of skilled PNP Personnel to handle VAWC cases, and the lack of financial and organizational support from the PNP to conduct programs to end VAWC. In addition, the existing programs of the PNP to end VAWC is limited through cascading of VAWC related laws, establishment of Women and Children Protection Center (WCPC) assistance desk, and conduct of WCPC programs. Considering findings, this study recommended a framework which highlighted the enhancements needed to be done in handling VAWC cases by PNP Regional 3. This policy framework includes psychosocial and legal support; empowerment, livelihood, and skills training for PNP Personnel in handling VAWC cases. All these can be done by the PNP Regional Office 3 through developing strong linkages and collaborations with other disciplines and support of the PNP Regional Office 3 leadership. Lastly, recommendations for future research were also highlighted.
