Abstract
This study assessed the clarifications of casino and POGO related kidnapping incidences involving Chinese nationals as victims and suspects in Metro Manila in- terms of Anti-Kidnapping in Metro manila. The study utilized mixed method of research. The general findings of this study showed that the AKGs Anti-kidnapping process and process and operations were very highly effective. The findings also revealed that the modus operandi of the casino and POGO related kidnapping incidences were due a cycle such as formation of the group, victim selection, the act of kidnapping, handling the victim, ransom securing, negotiation phase and final phase (ransom payment). The challenges identified are the following: the unwillingness of the victims to file the case in courts (34%), language barrier/poor communication to both foreign victims and offenders (32%), uncooperativeness of the casino and POGO Companies (28%), less inter-agency coordination (4%), and lack of AKG personnel (2%). To address the challenges identified, the study purposes the following action to be undertaken: developed a strong coordination with other LEAs and NGOs thru Memorandum of Agreement, seek assistance from DFA and PAGCOR in convincing foreign victims to pursue the case In court, issuance of AKG Certification for Casino and POGO application renewal of permits to operate in coordination with PAGCOR, detail of an interpreter to assist the AKG operatives in communicating with both foreign victims and offenders.
